Statement of the Delegation of Turkmenistan at the OSCE Environmental and Economic Committee meeting

Mr. Chairman,

 

The Delegation of Turkmenistan expresses its gratitude to the Polish OSCE Chairmanship, Austrian EEC Chairmanship and the OCEEA for convening this Committee meeting and welcomes all speakers and Ambassador MacGregor at the Economic and Environmental Committee meeting and thank them for comprehensive presentations.

Energy security is important component of the sustainable development. Diversification of energy security is a priority of Turkmenistan's state policy. Turkmenistan supports the OCEEA’s propose on promoting dialogue and co-operation on energy security, with a particular focus on the protection of energy networks, the promotion of renewable and sustainable energy and energy efficiency.

Turkmenistan puts forward several initiatives in the framework of international organizations including OSCE. In this context, it is noteworthy that on October 26-28, 2022, Ashgabat hosted the 27th “Oil & Gas of Turkmenistan -2022” International Conference. A key aspect of this conference was creating a solid legal framework in Turkmenistan for the adoption of the law of Turkmenistan "On Hydrocarbon Resources", "On Currency Regulation", "On Foreign Investments", and "On Investment Activities", which are aimed at creating a favorable investment climate in the country and a state guarantee for reliable legal protection of investments and their return.

We welcome efforts of the OSCE Economic and Environmental Programme and the OSCE Centre in Ashgabat to support the host country in strengthening its capacities in addressing contemporary economic challenges. We welcome projects implemented in the spheres of good governance, trade and economy, energy and transport as well as regional and international conferences supported and co-organized by the OSCE Center.

Since 2007 the OSCE Centre in Ashgabat has implemented approximately 30 projects aimed at:

- sharing best practices, particularly in the field of energy security, border-crossing facilitation and sustainable transport;

- promoting good economic governance

- providing a platform for regional and interregional discussions to establish and maintain sustainable trade and transportation links.

An OSCE-organized trainings and seminars on facilitating the development of secure national energy and ttranport infrastructures as well as trainings on the most important challenges regarding the resilience of critical energy infrastructure and the energy transition are among the recent activities of the Center. These and many other projects confirm high level of collaboration between the Turkmen Government and OSCE Center in Ashgabat in the second dimension. I would like to reiterate once again that Turkmenistan stands ready to continue our partnership with OSCE and its Center in Ashgabat.

In conclusion, we would like once again to thank speakers and Ambassador John MacGregor and his able team and wish them every success in their future endeavors.
