Turkmenistan Highlights International Day of Neutrality at the OSCE Permanent Council
Vienna — On December 18, 2025, the Delegation of Turkmenistan to the OSCE delivered an intervention at the OSCE Permanent Council, highlighting the significance of the International Day of Neutrality, observed annually on 12 December.
Turkmenistan emphasized that neutrality is an active instrument of peace, aimed at building trust, preventing conflict and fostering cooperation. The Delegation underscored that neutrality enables bridge-building, mediation and constructive dialogue, particularly relevant amid current regional and global challenges.
The intervention noted the special importance of 2025, which marks both the 30th anniversary of the international recognition of Turkmenistan’s Permanent Neutrality and the International Year of Peace and Trust, proclaimed by the UN General Assembly. In this context, Turkmenistan informed participating States of the outcomes of the International Conference “Peace and Trust” held in Ashgabat, focused on strengthening dialogue, preventive diplomacy and comprehensive security. There was also referred to the recent visit of OSCE Secretary General Mr. Feridun H. Sinirlioğlu to Ashgabat, which reaffirmed the commitment of both parties to deepening cooperation in areas such as preventive diplomacy, regional connectivity and environmental security.
At the same time, Turkmenistan expressed hope that neutrality and positive non-alignment will receive due consideration in future discussions, including under the Swiss Chairpersonship in 2026. As this was the final Permanent Council meeting of the year, Turkmenistan conveyed its appreciation to the Finnish Chairpersonship for its professional and inclusive leadership, acknowledging its efforts to uphold dialogue and the Helsinki principles throughout 2025.
Turkmenistan reaffirmed its readiness to continue promoting the values of neutrality, peace and trust within the OSCE and beyond, contributing to strengthening comprehensive and sustainable security.
