THE PRESS-CONFERENCE DEDICATED TO THE LATEST POLITICAL EVENTS IN TURKMENISTAN WAS HELD IN THE MFA

On October 1, 2020, the press-conference was held at the Ministry of Foreign Affairs of Turkmenistan dedicated to the latest political events in Turkmenistan, in particular to the historic resolutions attained in the framework of the session of the People's Council (Halk Maslahaty) of Turkmenistan, as well as the priority vectors of international cooperation.

The press-conference was attended by the heads and representatives of the Ministry of Foreign Affairs of Turkmenistan, the Institute of State, Law and Democracy, the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan, rectors of the institutions of higher education, heads of diplomatic missions and representative offices of international organizations accredited in the country, editors-in-chief of the national press, as well as representatives of foreign mass media.

During his speech, Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs of Turkmenistan R.Meredov emphasized that the political events that recently took place in the country are of great importance both from the point of view of internal development of the state and society, and the advancement of international activities of Turkmenistan. At the same time, it was emphasized that the foreign policy course is inseparably linked with the transformations implemented in the country in the economic and social spheres, enhancement of political system, application of generally accepted democratic norms and practices.

During the meeting of the Halk Maslahaty of Turkmenistan, held on September 25 of this year, resolutions of historic importance were adopted in active participation of the people of Turkmenistan. This is the renewed Constitution which serves as a proof of state’s adherence to the ideas and principles of the sovereignty of the people. According to the outcomes of the session, the Constitutional Law of Turkmenistan “On Amendments and Additions to the Constitution of Turkmenistan” were considered. It is vital to note that the draft of this document was prepared taking into account the proposals of various layers of the population.

In this regard, in accordance with the abovementioned Constitutional Law, a new representative body will be established in Turkmenistan which will exercise the legislative power – Milli Genesh (National Council) consisting of two chambers - the Halk Maslahaty and the Mejlis. The law specifically defines the authorities of both chambers, order of formation and activities.

The Minister noted that during the session, the main directions of social and economic development of Turkmenistan in 2021 were considered, as well as the key vectors of foreign policy in the framework of the permanent neutrality status voiced.

Also R.Meredov made a special accent on the video message of President Gurbanguly Berdimuhamedov to the participants of the 75th session of the UN General Assembly. As is known, the head of state underlined during his speech the important role of the UN as the universal structure providing for the development of international relations taking into consideration the generally accepted norms and principles. Turkmenistan firmly adheres to cooperation with the UN and other respected organization for the sake of achieving peace, stability and sustainable development.

In addition to the head of the external policy agency, Director of the Institute of State, Law and Democracy of Turkmenistan Y.Nuryev and rector of the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan J.Gurbangeldiyev gave speeches at the press conference. They noted the significance of the adopted Constitutional Law, presented their vision of the legal reforms and elaborated on the historic substantiation.

In his speech Y.Nuryev noted that the new constitutional reforms clearly reflect the conceptual approaches to the model of Turkmen parliamentarism, the unity of the legislative branch, which represents the interests of all layers of the population, the principles of political diversity and multiparty system.

J.Gurbangeldiyev drew special attention to the historic continuity of the constitutional reforms in Turkmenistan under the leadership of esteemed President, who in his books, scientific works reveals and verifies the importance of the invaluable contribution of our ancestors to the political, social and cultural development of mankind.

Summing-up the press conference, the Minister of Foreign Affairs of Turkmenistan noted that observing the main objectives of the foreign policy, proceeding from the constitutional norms and the “Concept of the foreign policy of Turkmenistan for the period 2017-2023”, Turkmenistan actively promotes the construction of a stable, fair and democratic world order based on the principles of international law.
