Mr Chair,

Let me start by thanking the Director of CPC, Ms. Yrjola for her presentation - and by thanking her and her team for their efforts over the last year. It is clear that CPC has taken measures, both internally and to help partners, to handle this very difficult period.

CPC stands for the Conflict Prevention Centre. Conflict prevention is an area where the OSCE, in our view, has shown some of its real added value over the last few years. We welcome the different approaches to strengthen the OSCE conflict cycle toolbox, and to make it more inclusive. The role of the CPC as the OSCE-wide early warning focal point is also essential in this regard.

Delegation of Turkmenistan welcomes the CPCs effort to support the OSCE Executive Structures, field operations and OSCE activities on the ground and the participating States in strengthening the security sector. Security Sector Governance and Reform is an integral part of the OSCEs comprehensive approach to security, and is an area where the OSCE has a comparative advantage.

Turkmenistan Delegation would like to welcome modernization and updating of the Vienna document. In the meantime, trust must be strengthened through continued and thorough implementation of all Confidence and Security Building Measures.

Restoring trust, a culture of respectful dialogue is currently gaining universal significance as one of the key conditions for a responsible, non-confrontational approach, seeking opportunities for mutual understanding and maintaining a balance of interests when considering certain issues.

Promoting the philosophy of trust-based dialogue in international relations, Turkmenistan is to draft UN General Assembly resolution entitled «Dialogue is a guarantee of peace».

Adoption of such a document will confirm the fundamental commitment of all UN member states to a peaceful, negotiated method of resolving conflict situations, no matter how difficult they are.

We invite all OSCE participating state to support this Resolution.

The report today has shown how the CPC provides invaluable support to the Chair, to the Secretary General, to the different Executive Structures including field missions and to participating States.

In conclusion, we thank you and your team for your significant contribution to the overall work of the OSCE.
