Turkmenistan Delegation's Participation in the 2024 Warsaw Human Dimension Conference

Warsaw, 1 October 2024 – The Turkmenistan delegation, representatives from key governmental bodies, actively participated in the Warsaw Human Dimension Conference, organized by the OSCE Office for Democratic Institutions and Human Rights (ODIHR). This significant international forum focuses on human rights, democratic institutions, and humanitarian law across the OSCE region.

During the opening session, the Head of the Turkmenistan Delegation reaffirmed the country’s commitment to upholding international humanitarian law (IHL) and international human rights law (IHRL). In recent years, Turkmenistan has enacted several laws and adopted reforms to strengthen the protection of vulnerable populations, enhance national crisis response mechanisms, and harmonize national legislation with international standards. The delegation emphasized the importance of international cooperation in advancing these goals, highlighting Turkmenistan's work with international partners such as the United Nations, IOM, and ICRC.

Plenary Session 1, dedicated to humanitarian issues and IHL, saw Turkmenistan's delegation showcase its advancements in providing protections for displaced persons and refugees. The delegation presented recent legislative progress, including the adoption of a comprehensive law on refugees, developed with the collaboration of the UNHCR, which guarantees refugees access to essential services such as healthcare, education, and legal assistance.

In the second plenary session focused on democratic institutions, Turkmenistan's Ombudsman delivered a speech outlining the progress made in strengthening the national human rights system. She highlighted the country's ongoing reforms and the government’s commitment to enhancing the role of the Ombudsman’s office, particularly in the protection of women, children, and vulnerable populations. The Ombudsman also shared details on Turkmenistan’s cooperation with the OSCE and other international bodies in fostering human rights and democratic institutions.

The conference provided an invaluable platform for Turkmenistan to share its achievements, engage in constructive dialogue with international partners, and reaffirm its dedication to continuing legal and institutional reforms in alignment with international humanitarian and human rights standards.
