Turkmenistan’s Humanitarian and Human Rights Policy presented at the OSCE Warsaw Human Dimension Conference

On 6 October 2025, in Warsaw, Poland, the Delegation of Turkmenistan to the OSCE presented Turkmenistan’s domestic and foreign policy in the humanitarian and human rights sphere during the Warsaw Human Dimension Conference, organised by the OSCE Chairpersonship held by Finland and the OSCE Office for Democratic Institutions and Human Rights (ODIHR).

Delivering his statement, the Permanent Representative of Turkmenistan to the OSCE, H.E. Hemra Amannazarov, reaffirmed Turkmenistan’s strong commitment to cooperation with the OSCE and its institutions in advancing the human dimension of comprehensive security. Turkmenistan’s recent achievements in the fields of human rights, humanitarian policy, and social inclusion, emphasising the country’s dedication to the principles of humanism, equality, and international cooperation was mentioned.

On 26 September 2025 by Presidential Decree 225 convicted individuals were pardoned on the 34th anniversary of Turkmenistan’s Independence, underscoring the humane and rehabilitative nature of Turkmenistan’s justice policy. Another resolution of the President Serdar Berdimuhamedov granted residence permits to 142 foreign citizens from seven countries representing fifteen nationalities, based on the principles of compassion and respect for human rights. To date, Turkmenistan has granted residence permits to 5,152 foreign citizens and stateless persons, reflecting the state’s consistent humanitarian approach.

In November 2024, the UNHCR officially recognised that Turkmenistan had successfully resolved all known cases of statelessness within its territory, thereby fulfilling its pledge under the UNHCR “#IBelong – End Statelessness” campaign. This remarkable achievement has positioned Turkmenistan as a global leader in eradicating statelessness and demonstrated countries commitment to upholding international humanitarian standards.

It was also mentioned that at the 80th session of the UN General Assembly Turkmenistan had initiated to proclaim an International Day of Multilingual Diplomacy, which reflects Turkmenistan’s belief in the power of languages to foster intercultural dialogue, mutual understanding, and respect for cultural and linguistic diversity — all essential foundations for building trust and cooperation in international relations.

Turkmenistan reaffirms readiness to continue close and constructive engagement with the OSCE, ODIHR, and other international partners in advancing democracy, human rights, the rule of law, and tolerance. He emphasised that dialogue, mutual respect, and practical cooperation remain the best instruments for strengthening shared values and ensuring lasting peace and stability across the OSCE region.
